Meet The Team

Chelsea Boozer, MPA

Executive Director

Chelsea came to Rogue with a communications, government affairs, and utility background. Ever since she was little, her dad always instilled in her to leave a place better than she found it. That has been her driving force wherever she goes. As Executive Director of Rogue Water Lab, Chelsea aims to lead the effort to equip, inspire, and empower water service providers to bolster public trust through true community engagement. She previously served as Government Affairs Manager at Arkansas’ largest drinking water utility serving half a million people. In that role, Chelsea managed regionalism, stakeholder engagement, and government relations while looking at policy through an equity lens. Some of her favorite projects were helping customers obtain a collective $5 million in federal customer assistance funding while advocating for a permanent federal Low-Income Household Water Assistance Program, and helping update internal utility policy that allowed undocumented customers to more easily access water service. Prior to joining the world of water, Chelsea enjoyed an award-winning career in journalism, reporting in Memphis, Tenn., Washington, D.C., and Little Rock, Ark. She has a Master of Public Administration from Syracuse University and a bachelor’s degree in journalism from the University of Memphis.
